Public Works Planning and Development Standing Committee

THAT the Committee appoint Councillor Miriam Mutton as Chair for 2026 starting at the March 11, 2026 Meeting.

THAT the Committee confirm the agenda, as circulated.

THAT the Committee adopt the following staff reports on the consent agenda as a single motion: 10.1 Report No. PW-2026-004 from the Director of Public Works and Engineering regarding Bagot Street Parking WHEREAS the Committee adopt the following recommendation and refer to Regular Council for final approval. NOW THEREFORE BE IT RESOLVED THAT Council receive Report No. PW-2026-004 for information purposes. 10.2 Report No. DS-2026-006 from Planner I regarding the Designation of Listed Properties of Cultural Heritage Value – 2026 Objectives WHEREAS the Committee adopt the following recommendation and refer to Regular Council for final approval. NOW THEREFORE BE IT RESOLVED THAT Council direct Staff and the Cobourg Heritage Advisory Committee to begin the research process for the designation of identified listed properties of cultural heritage value; and FURTHER THAT Council direct Staff to report back to Council with draft Statements of Significance and draft Designation By-laws for the properties identified in report No. DS-2026-006 at a future meeting.

MOTION TO AMEND That the following wording be added to the motion: FURTHER THAT Council direct Staff and the Mayor reach out to the Provincial Government and the Federal Government to inquire about additional funding opportunities.

WHEREAS the Committee adopt the following recommendation and refer to Regular Council for final approval. NOW THEREFORE BE IT RESOLVED THAT Council deny Plazacomm’s request regarding the waiving of Development Charges and property taxes for 10 years for the proposed development located at 357-361 Elgin Street West; and FURTHER THAT Council direct Staff and the Mayor reach out to the Provincial Government and the Federal Government to inquire about additional funding opportunities.

WHEREAS the Committee adopt the following recommendation and refer to Regular Council for final approval. NOW THEREFORE BE IT RESOLVED THAT Council agree to donate the requested land to Northumberland Workforce Housing Corporation Inc. for the purposes of affordable housing; and FURTHER THAT Council direct Staff to prepare a reference plan to sever the portion of the property at 206 Furnace Street previously declared surplus; and FURTHER THAT Council authorize Staff to draft and execute an agreement for the purchase and sale of the surplus portion of the property at 206 Furnace Street to Northumberland Workforce Housing Corporation Inc.; and FURTHER THAT Council direct Staff to commence to the necessary Planning approvals to permit residential uses; and FURTHER THAT Council authorize Staff to withdraw up to $20,000 from the Town’s Affordable Housing Reserve to cover the costs associated with the land transfer process.

MOTION TO REFER THAT the Committee refer the recommendation for Report No. DS-2026-005 to Items Extracted from Consent Agenda at the February 25, 2026 Regular Meeting.
