THAT Council award the contract for the completion of the Cobourg East Community Secondary Plan Area Studies, as outlined in Request for Proposals (RFP) No. 17-PLA-2025, to RVA Ltd. in the amount of $1,223,936.79 inclusive of non-refundable HST; and FURTHER THAT Council authorize $237,360.37 to be funded from the Planning - Studies/Reviews reserve fund; and Page 3 of 5 August 6, 2025 FURTHER THAT Council authorize $719,298.88 to be funded from the Development Charge reserve fund; and FURTHER THAT Council authorize $61,988.45 to be funded from the Canada Community-Building Fund (CCBF); and FURTHER THAT the remaining $205,289.10 will be contributed by the County of Northumberland; and FURTHER THAT Council authorize the Mayor and Clerk to execute the necessary agreements with RVA upon satisfactory review by Municipal Staff and the Municipal Solicitor.
